Puerto Rico Country Report
Puerto Rico, both an island nation and part of the United States, is a different entity in the Caribbean. Along with the neighboring US Virgin Islands, it is the only US territory in the region and is arguably the best-known US colonial-era island. The terminology used to do this varies and can cause disagreement. The island was once supported by a significant tourism and manufacturing industry, but this has declined as special federal tax incentives for manufacturing have been phased out. As a result, the island is currently in a financial crisis, and as a result, the United States Federal Supervisory Commission took control of the finances of the state of Puerto Rico.
The biggest threat to people visiting Puerto Rico is opportunistic crime, and while the likelihood of encountering violent crime is significantly higher than in the mainland US, it’s still somewhat lower than the Latin American average. Because the island is right inside the hurricane belt, tropical activity is an annual concern. In mid-September 2017, Hurricane Maria, the worst hurricane in 100 years, hit the island, causing so much damage to infrastructure that it took nearly a year to fully repair, and many areas are still in turmoil. The wounds of this storm still remain.

Security
Although the crime rate is higher than the mainland US average, it is low to moderate by Latin American standards. Riots, particularly in the form of labor strikes and political demonstrations, are frequent in Puerto Rico and, although not physically dangerous, can cause chaos. The risk of cross-border terrorism remains because of the island’s relationship with the United States, but the risk of domestic terrorism is low because of internal disputes over that relationship. There is no significant threat of conflict in Puerto Rico and no conflict is expected.

Infrastructure
International airlines are considered safe for travel to Puerto Rico.
Due to the relatively small size of the island, road conditions may vary, but the road network is extensive.
Basic services such as water, electricity, and fuel are generally reliable in Puerto Rico, with some exceptions (such as after major hurricanes).
Puerto Rico is neither known to be a sponsor of cyber-attacks nor is it particularly a victim of cyber-attacks.

Environment
Puerto Rico has a year-round tropical climate, with temperatures often rising during the summer months. Due to its location in the Caribbean hurricane belt, the island regularly sees tropical storm activity during the hurricane season from June to November each year, with activity peaking in September. This area is located in a relatively active seismic zone and there is a possibility of mild to moderate earthquakes. Due to the significant level of development and industry on the island, there is a risk of contamination. However, US federal standards mitigate this threat.

Health and Medical
Puerto Rico has had serious outbreaks of mosquito-borne diseases in the past, particularly Zika. There are no other significant illnesses to worry about. Medical facilities are well-equipped for most medical needs. However, travel to major cities may be required. All major medications are available in some form in Puerto Rico, especially in major cities.

Political
Puerto Rico’s political system is traditionally stable, but that could change if status issues are eventually resolved. The rule of law in Puerto Rico is considered strong. And sanctions are not important. Corruption in Puerto Rico is considered low to moderate by local standards, although higher than the US average.
