Mexico is one of the two largest nuclear economies in Latin America, along with Brazil in South America. Its economy is deeply tied to that of the United States, as Mexico’s industrial parks (“maquiladoras”) provide a significant manufacturing base for US-based multinational corporations. Tourism from within the United States and Mexico, along with agriculture, constitute the other major sectors of the formal economy. However, the informal economy is dominated by drug trafficking, which has led to the emergence of several powerful cartels that, with few exceptions, divide the country’s territory. Turf wars between cartels and the war between government forces and cooperating cartels have turned parts of the country’s provinces into low-grade war zones. However, other states are far less affected, highlighting Mexico’s uneven risk matrix.

Opportunistic crime is a concern in any city, and in some cities, violent crime is an even greater threat. Earthquakes and storms on both coasts are also issues that can affect travelers greatly.

Security

Conflicts in Mexico vary widely by region and by what is defined as “conflict,” particularly about drug trafficking. Crime ranges from mostly opportunistic in cities like Cancun to often violent in cities like Culiacan and is roughly correlated with the presence and power of cartels in the region. Although cartels use terrorist tactics, they are not usually considered terrorist organizations per se. It seems that the concerns about Islamist groups taking advantage of the porous borders of the United States to infiltrate the country have not been realized so far. Mexico in general has a strong protest culture, especially when it comes to political and economic issues.

Infrastructure

International airlines are considered safe for travel to and from Mexico. The country is considered an attractive target for cybercriminals. The country receives some aid and defense assistance from the United States and appears to have weak to moderate defenses against such attacks. Mexico’s road network is very comprehensive and generally in good condition by Latin American standards. Basic services such as water, electricity, and fuel are available in urban areas as well as in most rural areas and are very reliable.

Environment

Mexico’s climate varies greatly due to its geographic diversity. Collective activities, whether legal or illegal, carry risks that pose environmental risks. Air pollution is also a significant historical problem in Mexico City. Earthquakes happen often. Most are moderate, but some can be severe. Both the Gulf/Caribbean and Pacific coasts are vulnerable to organized tropical systems, but extreme rainfall events can occur whether or not they are associated with formally organized systems. Hurricane season typically runs from June to November, with activity peaking in September.

Health and Medical

Mosquito-borne diseases are a major epidemiological concern in this country. Quality medical facilities are available in most major cities, including Mexico City, Guadalajara, and Cancun. More rural areas mean fewer facilities, depending on a person’s specific medical needs. Basic medicines are available in most cities. Drug availability varies in less populated areas, but is still generally adequate. Tap water is not considered safe for drinking unless specifically directed to do so.

Political

Despite years of promises by politicians to crack down on corruption within the government, corruption is rampant in Mexico. Criminal activities related to drugs or other criminal activities limit the rule of law in many states. However, despite high levels of corruption and significant security insecurity, Mexico’s system of governance is one of the most stable in Latin America. Sanctions are not a major concern.
