Philippines Country Report

Country Risk Level
Medium

The Philippines is a developing country in Southeast Asia with increasing political stability after a history of authoritarian rule, popular uprisings, and coup attempts. The government’s continuous efforts to fight corruption have also significantly increased the level of trust in government institutions among residents and foreign investors. However, some remaining recent issues threaten these achievements. Alleged extrajudicial killings related to the previous administration’s drug war have raised concerns about increased human rights abuses and disregard for the rule of law. The country has done well economically over the past decade, fueled in part by remittances from the large Filipino diaspora. But corruption and political support are still obstacles.

The Philippines faces a major threat from leftist and Islamist insurgencies. The most prominent left-wing extremist group, the New People’s Army, has gradually weakened in recent years and is largely confined to rural areas. In the restive region of Mindanao, Islamic extremist activity has been stagnant for decades, despite a slight decline in Islamic extremist activity following a 2019 referendum that granted parts of the region greater autonomy. The conflict continues. In addition, natural disasters, especially hurricanes, are a periodic threat to the population, infrastructure, and national economy, while medical care is in short supply in rural areas.

For persons 15 years of age and older, proof of full vaccination at least 14 days before arrival or a negative supervised COVID-19 antigen test performed within 24 hours before departure. Results must be presented. Those who do not have any of these documents will be tested upon arrival. Travelers are also required to submit their electronic travel declaration within 72 hours before entering or leaving the Philippines.

Security

Crime remains the main threat to foreigners in the Philippines. However, the nature of such threats is generally trivial and opportunistic. There are also credible threats from conflict and terrorism, but these threats are mostly concentrated in a few areas outside the metropolitan area. Demonstrations can turn violent with little or no warning, while strike action, though much less often, can cripple target sectors.

Infrastructure

Although air travel is generally considered safe, there are concerns that security is inadequate at the country’s main airport, Ninoy Aquino International Airport (MNL) in Metro Manila.

Electricity and mobile coverage remain a problem in rural areas, and internet speeds across the country are generally slower than in neighboring areas. In response to the growing threat of cybercrime, governments are taking various measures to strengthen their defenses.

Environment

The Philippines is highly prone to typhoons during the typhoon season from June to November, but heavy rain events can affect the country throughout the year. In addition, there is a risk of strong earthquakes and large volcanic eruptions in several states. It is worth noting that a lack of confidence in adequate preparedness and response increases the risk of human damage and destruction due to the aforementioned natural disasters.

Health and Medical

Although mosquito-borne diseases are common, they do not pose a serious health risk. Quality medical care is mostly limited to a few private hospitals in Metro Manila, and rural areas are usually lacking. Medicines are available in hospitals, clinics, and pharmacies, but may be unavailable in non-urban areas and costs may be high compared to other Asian countries.

Political

President Bongbong Marcos, son of former dictator Ferdinand Marcos, won the May 2022 presidential election with nearly 59 percent of the vote. Sarah Duterte, daughter of former President Rodrigo Duterte and former mayor of Davao City, won the vice presidential election, which is held separately from the presidential election.

The country’s political system is still stable. However, political violence can occur, especially during election periods. Corruption and weak rule of law continue throughout the country.
